PEARL HARBOR, Hawaii — Naval Supply Systems Command (NAVSUP) Fleet Logistics Center (FLC) Pearl Harbor personnel supported a flawless Navy Working Capital Fund (NWCF) inventory audit conducted by Ernst & Young at Pearl Harbor Naval Shipyard (PHNSY) and Intermediate Maintenance Facility and Marine Aviation Logistics Squadron 24 (MALS24) from Sept. 21-24, 2026. The audit covered more than $220 million in financial value and found no discrepancies or exceptions.
The evaluation examined more than 100 National Item Identification Numbers (NIINs) and hundreds of individual items for existence and completeness, providing a direct measure of the systems and controls used to account for mission essential resources.

Cyril “Cy” Yuvienco, NAVSUP Fleet Logistics Center Pearl Harbor Regional Industrial Activity Office (RIAO), said the result demonstrates the command’s ability to maintain data integrity and ensure physical inventory aligns with digital records.
“Achieving zero discrepancies and zero exceptions during the EY audit demonstrates that NAVSUP FLC Pearl Harbor delivers flawless data integrity, proving its physical inventory matches digital ledgers and validating that command internal controls are ironclad,” said Yuvienco. “This absolute precision maximizes fleet readiness by eliminating logistical delays, ensuring critical parts are exactly where they should be.”
That result was built before auditors arrived. FLC Pearl Harbor RIAO personnel worked with plant personnel to conduct location surveys, pre inventory checks and dry runs of the live walkthroughs while resolving administrative challenges ahead of the evaluation.
“Behind the scenes, the audit’s success hinged on relentless cross command synchronization and collaboration with plant personnel,” said Yuvienco. “This meticulous preparation ensured a rapid response network that could instantly satisfy auditor data requests.”
During the live inventory demonstration, auditors observed physical verification, material staging and digital documentation in real time.
The audit brought together personnel from NAVSUP, Naval Sea Systems Command (NAVSEA), the RIAO, plant personnel, MALS 24 and supporting organizations to provide the access, documentation and resources required for the evaluation.
